The second layer of the Umbiss was watched over by two Master Builders, The Magician and The Wanderer.

The Magician could only create worlds that were limited to beings that took forms resembling cats. The Whimsicats came from his worlds.

The Wanderer created cartoon worlds in a bounded, infinite Universe that looped and spiraled. The beings in these worlds were all living cartoons that had different laws of cartoony physics on each of their planets. It was not uncommon for the beings on these planets to evolve enough to achieve interstellar space travel. The Wanderer liked to torment his creations by disintegrating their planets and feeding on their fear. If space travel was achieved, it was a constant race to survive.
